    "content": " Thank you, Hon. Speaker. We are quasi-judicial, but we became a court of law. We noted one major issue. Some key witnesses were supposed to be called. The Constitution anticipates that we call witnesses. The Standing Orders of this House and the rules of the Committee allowed us to call witnesses. Unfortunately, two key witnesses, the Principal Secretary for Agriculture and Livestock Development and the Chief Operations Officer of one of the Companies supposedly mentioned in this scandal, were not called."
