The fact that there is larceny, plundering, corruption, ineffectiveness, inefficiency and ineptitude in county governments does not justify us to deny them resources. In our recommendation that was adopted by this House, we recommended that the National Water Harvesting and Storage Authority check on the status and safety of dams, water pans and water gullies across the country.
