    "content": "Mr. Temporary Deputy Speaker, Sir, it is important for our country to plan to support or save our citizens. It is high time that we had an authority in this country to look into critical issues including disaster management so that we can plan and be proactive. My colleague, Mr. Chachu, has proposed the establishment of the Drought Management Authority, under the Ministry of State for Development of Northern Kenya and other Arid Lands. That Authority is very important. You will realise that for several years, beginning from the 1990s, we have had a circle of long spell of drought. If we had an authority which could study and report to the parent Ministry that drought is in the offing, then this country could not be facing the famine that it is facing now. People are suffering because of lack of planning. It is important that we begin planning seriously for calamities such as drought."
