    "content": "Clause 41 of the Bill be amended- by inserting the following new clause immediately after subclause (2) that should read- (3) If the Commission or a reporting entity fails to conclude the investigations within ninety days, the investigations shall be deemed to have been concluded at the expiry of the ninety days and the officer shall resume his or her duties.
