    "content": " Thank you, Mr. Speaker, Sir. I will start with Sen. (Dr.) Khalwale’s question on the issue of the Equalization Fund. This fund does not go through the Ministry, but through county governments. What we should do is engage county governments and see how they can use that Fund to help on water matters. The Ministry does not have control of that, but this is an engagement we can have with county governments, since we work together, and see how we can use that Fund to advance water in various counties."
