    "content": "Mr. Temporary Speaker, Sir, I know Members of the National Assembly the other day were trying to vilify our addition of Kshs415 billion and yet, that is modest. The budget of the country is Kshs4.2 trillion. We should be blaming the National Assembly for delaying because Article 210 talks about latest audited accounts. It is the National Assembly that has taken long to ensure they update the latest audited accounts because we have been using accounts of Kshs1.2 to Kshs3 trillion. So, when we request for Kshs415 billion for counties, we are aware that there are challenges with counties and challenges of the corruption."
