    "content": "Mr. Temporary Speaker, Sir, the department dealing with weather is very important in the country. The Kenya Meteorological Department is of huge significance to the country, but many times they have not been giving advice. I like what the Senate Majority Leader is proposing in this law. There is a trend which is common currently. That is setting up as many boards as possible. That has an implication on the wage bill of the country, unless you have a serious justification. We must first know what is wrong with the Kenya Meteorological Department. Are they not well funded? For one to study weather properly, they must have specialised aircrafts, which can fly very high. This can be done in collaboration with the Kenya Air Force in order to take necessary photographs to establish weather patterns. Weather forecasting is not just done for Kenya, but for the rest of East Africa and the world. It means we must have a system of collaborating with the whole world. That system should be developed by the Ministry dealing with environment and weather issues."
