    "content": "There is also something called contributory negligence. They should have used commonsense to know that a river’s course had been diverted and the land was riparian. The Government is acting too late on the issue of riparian land. The late Hon. Michuki would have never allowed something of that nature or a law like this to be brought to Parliament if he was in charge of environment. It is just for the sake of creating employment, which eventually leads to ballooning the wage bill. It is totally of no consequence other that what scientists are currently doing in the country. The Kenya Meteorological Department needs to be improved. The National Assembly should allocate more resources to them. Universities should also focus on climate change because the issue is getting serious. We should come up with a law, which protects the environment and helps us focus on the weather better, instead of having a law that is not carefully thought out or drafted, whose aim is simply to create jobs for people, yet the wage bill is already bloated.
