    "content": "Mr. Deputy Speaker, Sir, it is Kiio. Thank you for indulging us to just make brief comments on the procedural Communication from the Chair. I think the Senate has put its best foot forward with the names of the Members that have been appointed to this Mediation Committee. In fact, when you look at that list from No.1 to No.5, they are all titled leaders. As we release this team to go and mediate, the expectation of this House is that they should go with a firm position. Not an inch more or less because the amount of money that this Senate has passed to go to the counties has been arrived at scientifically. It was not guesswork. We are taking care of basic, but important aspects in the counties such as inflation, statutory deductions and non-discretionary decisions that have been made by the national Government that will have an effect on the spending of the counties."
