    "content": "I am urging that team that there is no budging or going back, but to ensure this money goes to devolution functions. We have not yet met the constitutional threshold. Therefore, there must be sufficient monies to make sure that devolution works and that the counties get their rightful share so that they can develop. Most of what has been going to counties are just expenses and very little money for development. It is high time that this Senate insisted for development money to go to the counties. I believe it will happen because it is our constitutional duty to ensure devolution is achieved through sending more money to the counties. I support."
