    "content": "Mr. Temporary Speaker, Sir, this Bill had its origins on the wrong footing. During the Parliament that was there after 2017, there was a little bit of improvement in those frosty relationships. It was the House leadership, which used to lead the bashing from the ‘Lower’ House to the ‘Upper’ House and that would go unchecked. It happened until the time the Speakers agreed to be comparing notes on whether a Bill is a money Bill or not according to Article 110 of the Constitution. I agree with the Senator for Nandi. That is why you see some of us are not anxious to process Bills, especially if you are in the Opposition. You come up with a Bill, but as soon as it is passed here, when it gets to the National Assembly, it finds its gravesite."
