    "content": "I rise pursuant to Standing Order No.53(1) to seek a Statement from the Standing Committee on Land, Environment and Natural Resources regarding the status of dam construction projects in the country. In the statement, the committee should- (1) Provide a status update on the construction of Umaa and Badassa dams in Kitui County and Marsabit County, respectively, explaining any variations in the Bill of Quantities and or contractual commencement and completion dates. (2) Evaluate whether due process was followed in tendering and awarding of the contracts for the construction of the said dams. (3) Disclose the identities of the respective contractors and subcontractors, providing a breakdown of all payments made to each, so far, along with the reasons for the payments. (4) Provide a status update on all other incomplete projects for the construction of dams in the country, providing a list of the respective contractors and the payments made to them, so far. (5) Outline any actions taken against persons responsible for any misappropriation of funds or irregular variations of the terms of contract for the projects, stating whether the committee could order a special audit of the projects by office of the Auditor General."
