"content": "With regard to the final statement, I request all Senators to listen keenly despite the industrial action. I rise pursuant to Standing Order No.53 (1) to seek a statement from the Standing Committee on Education regarding the unfair labour practice by the Teachers Service Commission (TSC) in employing duly trained and qualified teachers as interns in Junior Secondary Schools (JSS). In the statement, the committee should: (1) Elaborate on any measures the Ministry of Education has taken to ensure the full implementation of the Competency-Based Curriculum (CBC), especially considering that the teachers are currently overwhelmed, poorly equipped and unmotivated to implement the CBC. (2) Clarify why the TSC continues to violate the rights of trained teachers who are 46,000 by employing them as interns at JSS and retaining them as such for the second consecutive year, despite prior assurances of absorption on permanent terms, then proceeding to recruit new teachers without renewal of contracts of those currently serving as interns. (3) State the reasons for the Ministry of Education and TSC’s failure to comply with the Employment and Labour Relations Court judgement on Petition No. E223 of 2023, which found out that the JSS teachers were unfairly treated and discriminated against as they were denied the terms and conditions of service ordinarily enjoyed by The electronic version of the Senate Hansard Report is for information purposesonly.
