    "content": "First, let us agree that climate change is real and its effects are being felt across the region. Another point which I must add is that expecting county governments to use meagre emergency funds to respond to effects of climate change is courting disaster. I am reminded that just a few days ago, we had serious landslides in Kiambu and we lost lives there. Yesterday and today, we have had very strong winds at the coast and we have lost lives there. We are reminded of what happened in Naivasha and Nairobi. We know the situation that is obtaining in Tana River. There is need for concerted national efforts to deal with this matter in a more proactive manner. It has become a norm that every time it rains, we expect there will be disaster in Tana River Kano and Naivasha. Why can we not adopt a proactive approach to dealing with disasters caused by floods and heavy rains?"
