    "content": "However, as we pass this, we must also deal with the problem of late disbursement of funds to counties. This is chocking our counties. If we have a three or four-month delay, it affects the planning and exposes the money to corruption and other challenges in our counties. I would wish that the committees involved such as the one led by my neighbour Sen. Abass together with the Standing Committee on Finance and Budget can look into this issue of delayed fund disbursement."
