    "content": "As it is, there is a lot of seepage, misuse, and low priorities. I request my colleagues that this time around we must be serious. Another thing is that there are so many pending bills. They come because of the changing and new assumptions of offices. The County Treasury persons and former governors, have no accountability. Money is stolen left and right. They do not care whether the money is paid or not because they are leaving office. We need to also come up with a Bill to safeguard the resources of the counties at the time of assumption of office. I thank you."
