Are we in the Committee of the Whole or the Third Reading? The rule of debate is that as we engage with the Bill, we give the merits and demerits, not the Committee's proposed amendments. Is it in order as per the rules of debate vis-a-vis the rules of the Committee of the Whole stage?"
