    "content": "Thank you, Madam Temporary Speaker, for giving me the opportunity to also give my views on this Bill. I will make only three points: The first one is on the selection panel. I support this proposal very much. This is because those of us who have been around for a long time, you will remember the days of the second President, late Daniel Moi and Justice Chesoni as the head of the commission that is charged with electoral processes. In those days, Kenyans used to appoint the head of the electoral commission and it was a direct appointment. There were no processes in between. We have since progressed to a position where there is a select committee that appoints people to be commissioners. That is progression number two.
