"content": "Mr. Temporary Deputy Speaker, Sir, another issue which is highlighted in our Report is to do with the huge pending bills in our Ministries. I noted that some of the pending bills arise from failure by the donors to disburse the funds in good time. We discussed that issue with the Treasury and we hope that in future, a solution will be found so that no commitment is put in the books before we are actually sure whether the donors are going to release the funds in time. More so, donor funding requires a bit of streamlining so that the documents which the donors retain, are availed to the Controller and Auditor-General at the time of auditing so that such queries are avoided in future."
