    "content": "(b) If the answer to (a) is in the affirmative, does the evidence relate to and verify the claim(s) that were made and for which substantiation was required? The requirement by the Speaker in this matter was to review the document tabled by Sen. Cherarkey, MP, establish the connection with the utterances made by the Senator, and to finally make a determination on whether the evidence was admissible or not. A reading of the contents of the letter by the Deputy Governor at Pages 3 and 4 state that he has been excluded from the Siaya County executive committee meetings, his utility car and security officers have been withdrawn, fuel provision for his official car had been stopped and that attempts to resolve the matter with relevant authorities within the county government proved futile. That being the case, and having examined the contents of the letter, by the Deputy Governor and tabled by Sen. Cherarkey, MP, I make a determination that the contents thereof have met the established threshold. Consequently, the letter tabled is admissible as evidence in the Senate and serves to fully substantiate the claims made by the Senator. Thank you."
