    "content": "Thank you, Mr. Temporary Speaker, Sir, for giving me this opportunity to second the Bill by Sen. Kibwana. The Bill is very important because it provides a further framework for county governments in terms of revenue collection in their respective jurisdictions. Own source revenue has been a thorny issue in our counties. Most counties overstate their own source revenue, thereby resulting in pending bills at the end of the financial year. The amounts collected are not enough to cater for the projects that they had planned for in the course of the financial year. The other aspect of the matter is that there are no systems in most of the county governments.
