"content": "Mr. Speaker, Sir, I rise to seek further clarification on the issue raised about Mama Lucy Kibaki Hospital. It is an oxymoron that the Governor of Nairobi City County can purport to wish to end the suffering of young people by attempting to give them lunch when, on the other hand, he sees nothing wrong in arresting and jailing newborn babies in that hospital. If you go to that hospital, you will see mothers on the floor with their children lying on lesos because mothers who go there are not rich. Mama Lucy Kibaki Hospital was not designed to be a slave centre. Could the Governor quickly declare that before the end of today, all those mothers will be released? He is free to come and take our signature, so that we guarantee as parents to pay according to the agreed plan. My second comment is on the important matter raised on the budget of the Ministry of Education by Sen. Orwoba. The money that was put aside for sanitary towels was not pocket change. It was hundreds of millions. In fact, it was to a tune of Kshs900 million.
