    "content": "Mr. Temporary Deputy Speaker, Sir, the Committee noted with grave concern that, unlike other colleges, the National Defence College and the Defense Staff College admitted both foreign and local students even before receiving part of the fees, leading to a possible loss of a huge amount of revenue. My Committee recommends that the accounting officer should move with speed and liaise with the Ministry concerned to recover all outstanding fees by 31st December, 2009. The Committee further recommends that the accounting officer should ensure that the current training policy and guidelines are strictly adhered to in order to safeguard public funds."
