    "content": "In the Ministry of Roads, Mr. Temporary Deputy Speaker, Sir, we found the outstanding issue of the Nairobi Eastern Bypass. The implementation has been very slow and, out of a total of Kshs199 million allocated to date, only Kshs155 million has been spent, resulting in a gross under-expenditure of Kshs43.6 million. The Committee noted that since the first budgetary allocation for that project in the year 2003/2004 Financial Year, nothing much seems to have happened in terms of actual project commencement, although funds have been allocated annually for over three years."
