    "content": "Mr. Speaker, Sir, I am just bringing to your attention the provisions of Standing Order No.11(3) regarding the nomination of the Government Panel. It states that the Members nominated in accordance with paragraph (2) shall constitute the Government Panel. You will recall that when we were amending the Standing Orders, this provision was to take care of a situation such as this. This provides that if Ministers and Assistant Ministers are not in the House, there shall always be two people on the Government side in the House, whenever the House is sitting, who have directions on how to handle Questions that cannot be handled because Ministers are away. This applies to the Government side and the Opposition side. I seek your ruling as to whether this provision will abide by the decision to appoint the Leader of Government Business or whether, in fact, the two Chief Whips can constitute the Government Panel."
