As the Minister for Local Government, it is within the Ministerâs powers to actually call for that contract and cancel it, particularly where it reveals commission of criminal offences. Is it in order for the Deputy Prime Minister and Minister for Local Government to tell us that there is nothing he can do, because it is an agreement between two parties, when the agreement shows the commission of criminal offences? Can he not, himself, resolve this matter if, as he has been informed, there is criminal activity that has resulted in the loss of hundreds of millions of shillings belonging to a public entity?"
