    "content": " Thank you, Hon. Temporary Chairlady. The Fourth Schedule of our Constitution gives the national Government all the national referral facilities and policy. This Budget takes care of all referral facilities, including Mathari Hospital, that is a special mental hospital, Kenyatta National Hospital, Moi Teaching and Referral Hospital, Kenyatta University Teaching and Referral Hospital and the National Spinal Injury Referral Hospital. There are other institutions like the National Cancer Institute of Kenya, the Kenya Medical Research Institute (KEMRI) and the Kenya Medical Supplies Agency (KEMSA). All that budget is catered for here. It means Members are not referring to the Constitution when they say that health is devolved fully because the Constitution clearly defines devolved functions and those at the national level. The allocated Ksh102 billion is inadequate for adequate services in those institutions. I have heard the concerns raised by Members. Among them is Linda Mama . It has been taken care of in this Budget. Recently, we had a shortage of vaccines in the country because we have not paid our counterpart funding. It is paid quarterly, and it amounts to about Ksh2.5 billion. That money has also been factored in this Budget. The Budget has taken care of the provision of vaccines within the country, that are normally procured centrally and distributed countrywide because those are donor-funded programmes. There are also other programmes like drugs for HIV/AIDS that are centrally organised through this Budget. The Budget is inadequate to meet those demands. With those few remarks, I support."
