"content": "Mr. Temporary Deputy Chairman, Sir, I would like to support the deletion and state that where the Government moves the functions to another Ministry, let Parliament specifically be requested for that by moving an amendment in a Bill like this. It is, otherwise, dangerous to give an omnibus clause. Tomorrow, prosecutions can move from the Attorney-Generalâs Department to the Ministry of Forestry and Wildlife without Parliament knowing. This omnibus clause, in a dysfunctional Government like this one, can cause chaos. One would think that it would be used intelligently, but what about if it is not? Let us learn to rely on systems and not on the goodwill of man or woman."
