    "content": "An amendment at the Committee Stage cannot possibly be brought to a Bill that was not in the originally published Bill. Attempting to bring an amendment may not only be seen to be fraudulent but may actually be fraudulent. The reason that Bills are published is to give Members of Parliament and the public notice of the intention to move those parts of legislation. During the debate we were not aware that anything to do with the remuneration or emoluments of Members of Parliament would be discussed. This is pure ambush. In the whole of the Commonwealth tradition, such a thing cannot occur. I am very alarmed that the Government can, indeed, attempt to do such a thing."
