    "content": " Thank you, Hon. Temporary Speaker. There was a directive and a policy in 2013. Interns who were recruited to the Public Service would be given a stipend. Having thought about it, this is just a directive. It depends on the goodwill of the government of the day. The regulations that were made were not binding. I thought it is important we come up with a legal framework on how we, as a country, and the Public Service, engage our interns. While we were drafting the Bill, there were other ideas and suggestions that we also include the private sector. That is important. However, we realised that we need more engagement. We need to think through it well so that we engage the private sector on how to engage interns and ensure they are treated with dignity and given some stipend."
