    "content": "Hon. Temporary Speaker, I want to give clarity on which Cabinet Secretary will be involved in this matter. I know that we have the Public Service Commission. They are the ones who have been looking at the bigger picture of internship recruitment in the country, but we cannot leave the whole responsibility to them. That is why this Bill is not just focusing on the Public Service Commission. Even the Parliamentary Service Commission recruits. It is not the Public Service Commission who recruits on behalf of Parliament. Parliament does it independently. The Judicial Service Commission and other institutions also recruit interns independently of the Public Service Commission. The Public Service Commission can continue doing a tremendous job. We have seen them advertise very many internship positions. This Bill looks at the entire Public Service sector. There are other institutions which recruit individually. In no way does this Bill take away the powers and roles of the Public Service Commission. It gives a bigger framework on how the country should deal with internships in the Public Service Sector."
