"content": " Thank you, Hon. Temporary Speaker. I rise to support the Statute Law (Miscellaneous Amendments) Bill. There is a proposed amendment to wind up the Nuclear Agency. As a Committee, we feel that winding up of the Nuclear Energy Agency would not be of interest to this country. This Agency is a State corporation established under the Energy Act of 2019. It is charged with the responsibility of promoting and implementing the nuclear programmes in Kenya. Kenya has been a member State of the International Atomic Energy Agency since 1965. This is a United Nations specialised agency responsible for safety, peaceful and secure use of nuclear technology. As a Committee, we saw it fit that the NUPEA should be funded adequately by the Ex-chequer. We also agreed that the NUPEA should continue to discharge its mandate as stipulated under Section 56(1) of the Energy Act. We request this House to support the Nuclear Agency so that it is not wound up. In our recommendation that we intend to bring on the Floor of this House, the Committee proposes amendments to Sections 2(10), 12(1)(e) and (20). We intend to table them during the Committee of the whole House so that they can be taken into consideration. Thank you."
