    "content": " Thank you very much. I am one of the proponents of this Fund because it is one of the very important Funds in the Constitution. The Constitution is very clear. It talks about how funds should be given to county governments, the national Government, and the Equalisation Fund. Those are the three division levels. However, only two levels have been very important. The Equalisation Fund has been neglected yet it is a constitutional provision. This House has the Constitutional Implementation Oversight Committee (CIOC), whose role is to ensure the Constitution is implemented in spirit and letter. However, that Committee has never spoken about the Equalisation Fund for the many years I have been in this House. It has neither brought a Motion in the House nor interjected during budget making to say that it is The electronic version of the Official Hansard Report is for information purposesonly.
