    "content": "We need to shun negative ethnicity and tribalism which is contributing to the level of disparity that we see. This Fund should be managed by national Government and baseline data should be one to guide distribution of resources but not tribalism. If we continue this way, we will be like what Obama, the former President of the United States of America, metaphorically said that it is easier for a child from Central Kenya to celebrate the fifth birthday, compared to a child from North Eastern Kenya."
