    "content": "Mr. Deputy Speaker, Sir, I would like to comment very briefly on the issue of national security. We would like to commend our national security organs; the police and the Armed Forces, for doing a good job. But it is very important for hon. Members to know that we can only intervene and help our neigbhouring countries which are experiencing problems through a resolution of the United Nations Security Council. Therefore, it would not be prudent for Kenya to get involved internally in the issues of Somalia but we have the cardinal responsibility to secure our borders."
