    "content": " My neighbouring constituency called Banissa does not have a representative. It is 15 months since the death of our brother, the Late Hon. Maalim Kullow Hassan. All this is because of the fact that IEBC is not fully constituted. It is unfortunate that the people of Banissa have been denied representation by the fact that IEBC is not fully constituted. I have brought a Bill which seeks that the IEBC's CEO, in the absence of the Chairman of IEBC, be given the mandate to gazette a Returning Officer. However, now that this Bill is on the Floor with the amendments from the Senate, it only requires this House to pass it so that it is assented to. That way, the people of Banissa and some county assemblies and wards that are lacking representatives can go ahead and elect their representatives. I urge this House to be fair to the people of Banissa and other many wards that are lacking representation so that we fast-track the Bill. If it is assented to, IEBC will be fully constituted.
