    "content": "morale. I foresee a situation where taxpayers will refuse to pay their taxes. This is actually happening. The officers at KRA are merely collecting bribes because taxpayers have refused to pay tax. They would rather keep the tax and bribe KRA officers when the officers go after them. Therefore, we need to have a tax regime that promotes taxpayer morale so that they can willingly pay tax. With those remarks, I oppose."
