"content": " Thank you, Hon. Speaker. I appreciate the honour of this opportunity to speak. First, I am a Member of the Departmental Committee on Finance and National Planning. We did a lot of work to come up with these amended proposals for the Finance Bill. I also appreciate our Secretariat because they do a lot of work. They have had sleepless nights. One of them has been here since morning. I rise to support these proposed amendments to the Finance Bill. One of the reasons is very simple. I have listened to many people, even Members of Parliament, who do not seem to understand that the Bill comes from the National Treasury to Parliament. It is not our Bill. Our role as members of the Departmental Committee on Finance and National Planning is to receive the Bill, conduct public participation and then incorporate public views when you are writing the report. When we are writing the report, we go clause by clause. We went through every clause in the Bill, looked at the messages and information we got from the public and then we did the report. One of the reasons I support the Bill is the issue of avocado. The last Finance Bill required avocado farmers to register for e-Tims. I am happy that Clause 51 and by extension The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor."
