    "content": "I will qualify my statement with the following points. Last week, when the Budget Estimates were presented before this House, and even when the Chairman for the Committee on Budget and Appropriations was highlighting some of the Votes in the Budget, some Hon. Members across the political divide were very happy. He did say that Ksh500 million had been added to the National Government Affirmative Action Fund (NGAAF). The Committee Chairman went ahead and said that the NG-CDF got Ksh10 billion and that each constituency would get extra Ksh30 million. Everybody here was very happy. In fact, the Hon. Members who represent the counties, commonly known as Women Representatives, posted a message appreciating His Excellency the President, saying, ‘Your Excellency, we are very happy that you have added us Ksh500 million. We pray that next year you add a similar amount or even a bigger amount to the Ksh500 million.’ Hon. Speaker, I do not understand. You cannot eat your cake and still have it. You cannot say that you support what the Executive is doing in terms of funding areas that touch on your interest and not show them where they will get this money from."
