"content": "one Kenyan who should give us answers; the Inspector General (IG) of Police. He is the one who has commanding authority over the National Police Service (NPS). Worse still, we have the National Security Council (NSC) that has supervisory powers over all the security organs such as the Kenya Defence Forces (KDF), the National Intelligence Service (NIS) and the NPS. The NSC, under Article 240, is chaired by none other than the President of the Republic of Kenya. Does he approve the murdering of our youth by police force? We know that the United Nations (UN) Assembly of State Parties in 1979 passed a code of conduct for security organs in all member states. Mr. Speaker, Sir, when you are dealing with a demonstration, you are not allowed to use live bullets unless the demonstrators themselves are using equal force. If you see people coming to Parliament, opening fire on the police officers, that can be excused, but you are dealing with people who are invoking their right under Article 37. If they have invaded Parliament, we can invoke our laws and have them arrested, charged, and taken to court. Mr. Speaker, Sir, yesterday, our Chief Justice (CJ) issued a statement that is unprecedented. She urged our security organs that the courts will open beyond 6.00 p.m. Arrest anybody who is breaking the law and bring them to us. She did not tell them to open fire and kill, no. Mr. Speaker, Sir, what happened yesterday should be condemned. We want a country that respects the rule of law. If there are people who have broken the law, let them be arrested, taken to courts of law, charged, tried and if they are found guilty, they should be jailed. However, they should not kill demonstrators using live bullets. I oppose this Motion because we have serious issues that we need to prosecute and deal with now and not in July. That is what is expected of us as the people's representatives. I oppose. I am sorry to differ with the Senate Majority and Minority leaders. We cannot adjourn while the country is burning. Parliament can sit even during wartime. However, if we adjourn and run away, then we are cowards. This is not a House of cowards. We have distinguished leaders here. Let us know the problems facing us at this hour and time in our history. What are the solutions? How do we deal with them? If we adjourn today and you see the youth again demonstrating on Monday, are you going to deal with these issues from Nandi or Marsabit County? No. You will deal with the issues from here on this Floor. Mr. Speaker, Sir, I oppose this Motion. I thank you."
