    "content": "was brought to this House. My colleague, Sen. Omogeni and I, sat down and looked at all the provisions that were being proposed in it. I was not sponsored by the IMF and the corrupt Ethics and Anti-Corruption Commission(EACC) of this country. There is no body more corrupt than the EACC. The EACC now wanted to be put in as the body that goes out to look for conflict of interest instead of being the body that fights corruption. Very shoddily, the Conflict of Interest Bill was prepared and tabled in the National Assembly by the Majority Leader, Hon. Kimani Ichung’wah. It was proposing to amend the following existing Acts; The Leadership and Integrity Act, the Ethics and Anti-Corruption Act, the Anti-Corruption and Economic Crimes Act and the Public Procurement and Asset Disposal Act (PPADA). Mr. Speaker, Sir, 80 per cent of those amendments by my colleagues were actually brought down. He was attending court in Narok on that day, so I read on his behalf. Before people out there just come out and shout, it is important for them to know what was in the definition of a relative because it was vexing. I will read what the definition of a ‘relative’ was. Before I do so, that Bill was brought here and hurriedly rushed. The only thing that we could not do was to reject it Bill. I now stand corrected; we should have actually rejected it, in the first place. The definition of a ‘relative’ was that- “A person related to a public officer by birth, marriage, common law, partnership, adoption, or affinity, and includes a public officer's father, mother, son, daughter, brother, sister, uncle, aunt, great-aunt, great-uncle, first cousin, nephew, niece, husband, father-in-law, mother-in-law, son-in-law, daughter-in-law, step-son, step- daughter, step-brother, step-sister, half-brother, half-sister, or who is the grandfather or who is the grandmother of the spouse of the public officer.” Mr. Speaker, Sir, why on earth should a relative of mine be punished because the citizens of this Republic saw it fit to put me in this House? Why should a step sister-in- law not be allowed to do business with the Government just because Sen. Ledama Olekina has been elected in this House? That is ludicrous. It is important that people read and think about it because right now, the EACC is sponsoring articles in dailies saying that they are being pushed out and yet we know it is the most corrupt body in this country. Governors are swimming in wealth and buying properties. Cabinet Secretaries are making billions on a monthly basis by taking bribes simply on issuing licenses. You apply for a license and you are told to pay “X” amount of money. Let us call a spade a spade; we have failed this country. I could not sleep at 3.00 a.m. I was asking myself how powerful a person can be such that over 200 Members of Parliament (MPs), who are elected by people to come and represent them, cannot use their medulla oblongata and reason. They just follow like sheep such that they cannot enquire about the unintended consequences. Mr. Speaker, Sir, what will I be doing in this House? Today, I am mourning a young man from Narok County who was shot outside this Parliament. This young man - I will remember his name shortly - is from a family of the Shieni in Ololulung’a.
