"content": "Thank you, Mr. Speaker, Sir, for this opportunity to add my voice to this Motion. This is not the first time that an adjournment Motion is being sought after going through the necessary approvals. I would say that, perhaps this is the first time that an adjournment Motion is being sought for the wrong reason and at the wrong time. I take this opportunity to declare that I, on behalf of the people of Kitui County, oppose to an adjournment at this time. This is for the following reasons. It is basic knowledge that we have three arms of the Government; the Executive, the Legislature and the Judiciary. The Executive and the Judiciary are working on an overdrive of 24 hours. The Legislature is seeking to take a break before they can even formally resume from another recess. I would like to remind my colleagues who are proposing the adjournment that we already look very bad in the eyes of Kenyans. In fact, we only have a small window to reclaim our place in the society. Going for an adjournment at this time is not doing the right thing and it is shooting ourselves on the foot. Mr. Speaker, Sir, we are the representatives of the people in good times and bad times. An argument has been put forth and I agree with it; that we are occupying premises that, for all intents and purposes, are scenes of crime. The premises of Parliament were invaded. There is need for some investigations to be carried out to ascertain the extent of damage and prepare for repairs and rehabilitation. Mr. Speaker, Sir, the drafters of our Constitution had the wisdom and the presence of mind to know that Parliament does not necessarily have to sit in this premises. I would like the Senate Majority Whip to allow me persuade the hon. Speaker with regard to Article 126 (1), which says- A sitting of either House may be held at any place within Kenya and may commence at any time that the House appoints. If it is true that it is not possible to continue holding sittings at a scene of crime, then we could go and sit anywhere else, including in a military barracks, if that is gazetted. We could sit in the old Chamber. There are places we can sit and transact business. To adjourn at this time would be the wrong thing to do in the face of the challenges this country is facing. We will be running away from a problem. Mr. Speaker, Sir, I would like to challenge a number of my colleagues whom I have heard speak certain things about Parliament. Their view is how useless this House has become and how people should resign. These sound-bytes stopped making sense to Kenyans a long time ago. Instead of a Member rising and threatening that the best thing to do is for the House to wind up, the right thing would be for that Member to lead by example and tender a resignation, so that we know that those people are serious. I take this opportunity to address myself to four institutions. I will begin with the institution of the Cabinet Secretary for Defence. I see that the KDF has been asked to come in and beef up security with the police. This is a wrong move because the KDF, The electronic version of the Senate Hansard Report is for information purposesonly.
