"content": "I am of the view that if the Senate of the Republic of Kenya will find these documents to be genuine, then the commissioners at EACC and its Chief Executive Officer (CEO) should be the first one to face the chop. Sen. Cheruiyot, we cannot allow that kind of impunity. Mr. Speaker, Sir, to tell you the kind of challenge this country is facing, if you read the Auditor-General's Report, it says that the County Government of Nyamira has exceeded the regulation on personnel emoluments by 22 per cent. It is at 57 per cent. I have the document. I assure the people of Nyamira County that if I have said a lie this afternoon, I will go to Tinga where I was born in West Mugirango Constituency and tender my resignation. The documents I am tabling before this House are authentic. They are from our Government offices. They give a snippet of the kind of rot that we have. Once this report was prepared by the Auditor-General and we got a qualified audited accounts, saying that our personnel emoluments were at 57 per cent, the Governor had the audacity of proceeding again to advertise and employ a further 200 workers. Meaning the next time the auditors go to Nyamira County, it will be at 60-something per cent. What kind of impunity is this? I will table this report before the Senate. This kind of rot is not just happening in the County Government of Nyamira; it is replicated at the national Government. We must have a conversation on this. The positions of Cabinet Administrative Secretaries (CASs) are unconstitutional. The Gen Z have told us that those positions should not even exist. However, I have information that the head of public service, Mr. Felix Kosgei, has already written to the Public Service Commission (PSC) trying to push them to appoint those positions. That statement was said on the Floor. What message are we sending? That is impunity. I am urging both Members of National Assembly and the Senate, if the President cannot take action, we will be prescriptive. These times call for action from us, not yesterday, but today. If the President does not have the courage, I beseech us as Parliamentarians to come up with an amendment and repeal the National Government Coordination Act that created those positions. That is the only time we will be taken seriously. If you read the Constitution in Article 152, it gives the Presidency the maximum number of CSs it can employ at 22 and a minimum of 14. We have 1,900 doctors, whom we are not able to take for internship because we are saying our budget cannot support. Sen. (Dr.) Khalwale, do you call it internship? The President has so many corrupt Cabinet Secretaries who are giving the country a bad name. What I expect him to do is suck them and reduce the Cabinet to 14. The money you save can be used to employ those doctors for internship.
