    "content": "Thank you, Madam Temporary Speaker. I rise to support this Motion at this time of reflection when our country is going through a lot of stress. This thing has not started today with this regime or the previous one. It is something that has been going on for years and years. Regime after regime has been coming in without listening to the people. This is happening because our people have not seen the independence they fought for. People thought they had gained independence, but when the leaders came in, they started with greedy by land grabbing, nepotism, tribalism and open corruption. This is what has been bubbling beneath and it has finally accumulated and burst out. I remember the previous President, Uhuru Kenyatta, told us there was a force coming from underneath, which is the youth. They have issues, which if not addressed, will one day burst and tear all of us into pieces. Madam Temporary Speaker, this morning, I was impressed by what our Senate Majority Leader said. In fact, I failed to recognise him. I did not think it was Sen. Cheruiyot speaking. I thought it was somebody who was born again and reincarnated. For Sen. (Dr.) Khalwale, I know, since I have been with him, he sometimes changes just to please the bosses, but I know he knows exactly what should be done. Madam Temporary Speaker, I am so happy that Parliament, specifically the Senate, is waking up to its role. Our role as Parliament and as the Senate is not to go into bed with the Executive. Even though you were elected on parties, which are either ruling or in the opposition, our role is to oversight. Here people are talking of Government as if they are part of the Executive. Government is not the Executive. The Government has three arms; the Executive, the Legislature and the Judiciary. Our role is not just to oversight the Executive here, but the executive down up to the counties - the governors. I have seen people who are angry with us. They are saying that even we, the Senators, are not properly oversighting the governors. This is not an empty accusation. We should reflect on this and think exactly what we should do about it. Madam Temporary Speaker, we are looking at corruption as a cancer. It is a cancer in our country because it has brought down many institutions. Many institutions cannot work or are not effective because of corruption. People are blaming the EACC saying that it is not effective. This is because people, including governors, go there with their briefcases to corrupt Government officials.
