    "content": "Mr. Deputy Speaker, Sir, I believe that the need should be taken into account, but I think the poverty index does cover the need concern. In North Eastern Province, there is a great need to recruit more students from there, but the Ministry is taking other steps as well. The other step we are taking is to ensure that in North Eastern Province, we have more mobile units and not stationery units. That is a special programme for the North Eastern Province, which we are undertaking to modernise medical facilities in that area."
