    "content": "Mr. Deputy Speaker, Sir, I concur with the Deputy Prime Minister and Minister for Local Government’s answer but I do not agree with him that these rules have been enforced. Since September 2008, we have watched some business people and brokers still exceeding this weight. The law enforcers are just watching them as they do this without taking any appropriate action. What steps is the Minister taking to make sure that these business people and brokers uphold the law strictly? This issue has gone on to an extent that traders from our neigbouring countries come to Kenya to exploit our farmers. This is because officers are not following the laws."
