    "content": " Thank you, Madam Temporary Speaker. I wish to state that the 19 agreements are a work in progress and they are at various stages because they are bilateral. You end up negotiating with different countries. For instance, in Germany, we are likely to conclude by September. Some time back, the German Parliament passed a Bill affirming this policy where they will be able to take migrants and Kenya was trying to secure a slot in order to have 200,000 slots in different areas so as to work in Germany. I wish to state that these negotiations are not just about what you would call labourers. We have a skills’ policy that is being worked on, so that we can have doctors, technicians, teachers and other professions who are qualified and skilled in different areas for them to benefit from this arrangement. In the case of the United Arab Emirates (UAE), we have more or less concluded ACEPA - a Comprehensive Economic Partnership Agreement. Part of the issues that we are alluding to are now embedded in that agreement. Therefore, there are agreements, but I would like to assure Members that each country has its own issues, and we try to navigate on a bilateral basis with individual countries. We are making good progress and we will try to accelerate where possible."
