    "content": " Thank you, Madam Temporary Speaker. I first want to state that one of the things my Ministry and the Government is pursuing is an open government policy. This means that we do not intend to hide any information and we will be sharing information with Kenyans because they are entitled to it. Therefore, when we conclude any MoUs, they shall not be hidden. They shall be made available to the relevant committees of Parliament. One of the things we are planning to bring before Parliament is a sessional paper to have Members deliberate and guide appropriately on Kenya’s foreign and diaspora policy. This is because all along, this has been confined to the Executive. For the first time, we want a comprehensive discussion on Kenya’s foreign policy and some of these issues will be tacked in that document and it will benefit immensely from the wisdom of Parliament. The second thing I emphasize on is that these recruitments have been largely private sector driven but not government driven. However, the Government will not entertain an ethnic-driven arrangement when getting people opportunities outside the country. Some issues are historical, and we all know them. Madam Temporary Speaker, my brother, Sen. Onyonka is well-versed in this, and he knows that if you went to Minnesota today and because for historical purposes, you are likely a certain inclination of Kenyans. This is because there those who broke the ground in that area, and they tend to invite more and more to come. If you went to Los Angeles and Atlanta, you will also find a similar pattern. Some aspects were there because the pioneering Kenyans who went there earlier laid the ground for a number of other Kenyans to join them. It is not a deliberate policy of Government to pursue that. However, thank you for highlighting that so that as we reflect on these opportunities, we remain national in outlook. Thank you.
