    "content": "On institutional measures, we have climate change units in every county, as we speak. These are initiatives that have happened slightly in less than two years because our focus has been on operationalizing the law in this regard. Mr. Temporary Speaker, Sir, in the Financial Year 2023/2024, we have seen significant prioritization of climate action at the county level in terms of resource allocation which is very encouraging. In conclusion, on the question raised by the Senator for Kisumu County, although much is already happening with the climate change crisis being manifested ever so harshly across the globe with the cyclic events of drought, flooding and this pendulum effect, which is happening across the country, it is crucial that Parliament prioritizes adequate allocation of resources to both levels of Government to address climate change issues in order for us to build the necessary adaptive capacity for our communities. Therefore, this calls for aggressive resource mobilization, which I undertake for my Ministry. Again, as I said, any funding that we mobilize at the national level lands in a county. I beg to stop there."
