    "content": "Thank you, Mr. Temporary Speaker, Sir, and thank you, Cabinet Secretary, for appearing to answer my Question. I rise to ask Question No.59, and it reads- (a) Could the Cabinet Secretary provide the criteria used by Kenya Rural Roads Authority (KeRRA) in the allocation of funds to counties for the period April to June, 2024, and explain why only four counties including Vihiga and Garissa where you come from were left out in the allocation? (b) What measures have been put in place by the Ministry to ensure that KeRRA funds are not misappropriated through skewed procurement and political interference in the awarding of road construction contracts? Mr. Temporary Speaker, Sir, this touched on the 10 per cent and 22 per cent. (c) What steps is the Ministry taking to eliminate duplicity in awarding contracts, for the construction and maintenance of rural roads, and to avert the misappropriation of the funds?"
